So what is the difference between EOTAS and EOTIS?

EOTAS - Section 19, Education Act 1996

Education other than at school applies to compulsory school age children (5-16 years old) and is triggered when a child cannot attend school due to illness, exclusion, or "otherwise".

The local authority is duty bound to arrange suitable education "at school or otherwise than at school".

EOTAS is usually temporary, though can be extended to age 18 at the local authority's discretion with a focus on maintaining education while the child is unable to attend school.

EOTAS programs do not require an EHCP.

EOTIS - Section 61, Children & Families Act 2014

Education other than in school applies to children and young people with an Education, Health and Care Plan (EHCP), ages 0-25 and is designed for when school is unsuitable, even with reasonable adjustments.

The local authority has the responsibility of securing and funding the provision and it must be written into Section F of the child or young person's EHCP.
